Sudan's Justice and Equality Movement challenges Burhan's decision.

Arab Sea - Follow-ups: The Justice and Equality Movement in Sudan, led by Finance Minister Jibril Ibrahim, rejected the decision of army commander Abdel Fattah al-Burhan to obligate all allied movements and groups to be under the command of the armed forces leaders in various regions. Officials in the movement considered that this decision does not concern their movement and that compliance with the laws of the armed forces will take place after the implementation of the integration and demobilization clauses stipulated in the peace agreement signed in Juba in 2020. On Sunday, Al-Burhan issued a decision obligating all forces of allied movements and groups to be subject to the law of the armed forces and to operate under the command of the army leaders in various regions. Officials in the Justice and Equality Movement, one of the main groups allied with the army, pointed out that their movement's relationship with the army is governed by the Juba agreement, which stipulates the integration of the forces of the signatory movements in accordance with specific security arrangements that have not yet been implemented. Mohamed Zakaria, the movement's spokesman, explained that Al-Burhan's decision "came within the framework of organizing the supporting formations that arose during the war or those not signed on peace agreements." He added: "The forces of the movements are parties that signed the Juba Agreement for Peace in Sudan, and the agreement clearly stipulated their integration into the army within the security arrangements. It is true that the circumstances of the war disrupted the implementation, but the commitment that has priority for us now is victory in the battle, and then we proceed with the implementation of the rest of the agreement to build a unified national army." In the same context, Idris Lugma, a leader in the movement, affirmed in a post on his Facebook page that the forces meant in Al-Burhan's statement are "the Sudan Shield forces, Al-Baraa, and the popular resistance formations." He continued: "The Commander-in-Chief's post calls for subjecting the cooperating and supporting forces of the armed forces to the army's command so that there are no security lapses. As for the forces that signed peace agreements, including the joint forces, they have their guide and are linked to the security arrangements program and the peace agreement document, whose texts prevail over the constitutional document in the event of conflicting texts." Lugma stressed that compliance with the laws of the armed forces will take place after the implementation of the integration and demobilization clauses, among others.
