The Algerian government's discussion and approval of a "draft law concerning general mobilization" has raised many questions in the public sphere, allowing for various interpretations of this move, especially regarding its meaning and timing, despite top officials' assurances that a state of general mobilization will not be implemented. The term "general mobilization" is defined as the transition of the state's armed forces to a state of war or near-war, and the restructuring of the state's economy, institutions, capabilities, material and human resources, and laws to meet the requirements of a long-term war and achieve its objectives. The Algerian presidency announced in a statement issued last Sunday that the Council of Ministers, chaired by President Abdelmadjid Tebboune, approved a draft law on general mobilization, which aims to "determine the provisions relating to the organization, preparation, and implementation of general mobilization, in accordance with Article 99 of the Constitution." This article stipulates that "the President of the Republic has the right to decide on general mobilization in the Council of Ministers after hearing the High Security Council and consulting the President of the Council of the Nation and the President of the People's National Assembly."
