NATO Secretary General Mark Rutte urged caution regarding expectations about the American proposal aimed at ending the war in Ukraine, noting that the plan still requires substantial negotiations, according to "Reuters." Rutte told the "RND" media group and the Spanish newspaper "El País" in statements published on Wednesday that the framework jointly reviewed by the United States and Ukraine contains promising elements, but also includes unresolved issues that will require additional rounds of diplomacy. The Ukrainian government said on Tuesday that it had agreed to the main points of the peace plan proposed by the United States, according to both governments. US President Donald Trump confirmed that there are only a few points still in dispute. Ukrainian President Volodymyr Zelenskyy is expected to meet with him later in November. Washington distributed a 28-point plan last week, which faced criticism in Europe and Kyiv, where officials fear that the plan takes into account too many Russian interests. Negotiators from the United States, Ukraine, and European countries held meetings in Geneva to review the document, and Rutte described those sessions as fruitful, but only a first step towards structured talks between the United States and Ukraine.
