He served as Deputy Foreign Minister for Political Affairs in the ministry since September 2021, and led nuclear negotiations with Western powers to revive the 2015 nuclear agreement, but efforts failed in this context. He also served as Deputy Head of the Judiciary for International Affairs and Secretary of the Human Rights Headquarters in the authority. He served as Deputy Secretary of the Supreme National Security Council of Iran for International Affairs during the era of Saeed Jalili during the Ahmadinejad government, and Bagheri Kani also participated in nuclear negotiations from 2007 to 2013. He also has a background in teaching economics at the university, and studied at Al-Razavi University of Islamic Sciences and Imam Sadiq University in Tehran when Jalili was Deputy Head of European and American Affairs in the Ministry of Foreign Affairs. Bagheri Kani was the Director General of Central and Northern Europe and an assistant to Saeed Jalili. Alongside Jalili, he was one of the critics of the nuclear negotiations in the government of former President Hassan Rouhani, and criticized the content of the nuclear negotiations.
